BRL 100 vs ISO 9001 — do you need both?
ISO 9001 is a generic quality system, BRL 100 a sector-specific process certificate for refrigeration engineering. We explain the difference and whether one makes the other redundant.

ISO 9001 and BRL 100 both come up as soon as a refrigeration engineering company gets serious about quality management, and that almost always leads to the same question: do you need both, or does one cover the other? The answer lies in the difference between a generic management system and a sector-specific process certificate.
What is ISO 9001?
ISO 9001 — issued in the Netherlands as NEN-EN-ISO 9001 — is the international standard for quality management systems. According to NEN, all requirements in the standard are generic and intended to be applicable to any organisation, regardless of type, size or the products and services it delivers. A garage business, a law firm and a refrigeration engineering company can all three be ISO 9001-certified, with completely different day-to-day work.
ISO 9001 certification is carried out by a certification body accredited for that purpose — in the Netherlands via the Raad voor Accreditatie (RvA), under the standard NEN-EN-ISO/IEC 17021. The standard itself does not prescribe any technical requirements: no refrigerant balance, no leak-check frequencies, no work order fields. It is about process control, document management, internal audits, management review and continuous improvement.
What is BRL 100?
BRL 100 is exactly the opposite kind of document: an assessment guideline written specifically for companies that carry out work on refrigeration installations, heat pumps and air conditioning installations with refrigerants (F-gases, hydrocarbons, CO2 or ammonia). Where ISO 9001 is generic, then, BRL 100 is product- and sector-specific: it prescribes exactly which fields must be on a work order, how long you keep records, and how you log refrigerant mutations.
Certification is not handled by a single exclusive party: according to the Informatiepunt Leefomgeving (opent in nieuw tabblad), six bodies are authorised to issue the BRL 100 company certificate — Bureau Veritas, CIBV, DEKRA Certification, ECH-groep, Kiwa NV and SGS INTRON Certificatie. In short: BRL 100 as a process certificate is at its core a quality mark, while the underlying obligation to be allowed to work with F-gases runs via a separate track (see also STEK vs BRL 100).
The difference in scope and obligation
- Scope. ISO 9001 describes a management system — how you control your processes, regardless of what you deliver. BRL 100 describes technical and administrative requirements that apply specifically to work on refrigeration and air conditioning installations.
- Who certifies. For ISO 9001 you choose an RvA-accredited certification body of your choice. For BRL 100 you choose from the six certification bodies authorised for it (see above).
- Obligation. ISO 9001 is a voluntary choice in virtually every sector. BRL 100 is technically also a quality mark, but in practice is imposed as a hard requirement by many clients in refrigeration engineering — municipalities, housing associations, owners' associations — while the underlying right to work with F-gases runs via its own legal framework. - Recognisability with clients. ISO 9001 is broadly recognised as a general quality mark. BRL 100 is specifically recognised within the refrigeration engineering and installation industry — an ISO 9001 certificate alone does not convince a tender for refrigeration installation work, because it says nothing about F-gas professional competence.
Does ISO 9001 make a BRL 100 audit easier?
Partly, yes — but it is not a replacement. According to Diks Process Support, organisations that are already ISO 9001-certified find it relatively easier to go through a BRL track, because the basic structure of process control, document management, internal audits and management review is already in place. You then no longer need to build that foundation from scratch; you supplement it with the sector-specific technical requirements that BRL 100 sets.
What an existing ISO 9001 system therefore saves you at a BRL 100 initial certification audit:
- A working document management system in which you already keep procedures, work instructions and records in a structured way.
- An internal audit cycle that you only need to extend with BRL 100-specific checkpoints.
- A management review rhythm in which quality objectives are already discussed periodically.
What it doesn't save you: the refrigerant balance, the leak-check frequencies, the technician certification and the work order requirements that BRL 100 tests separately. You have to build up that technical layer either way, ISO 9001 or not.
Do you need both?
That depends on who your clients are. If you work mainly for private individuals and small SME customers, BRL 100 is often enough and ISO 9001 is overkill. If you work for larger clients, tenders, or as a subcontractor for a main contractor that is itself ISO 9001-certified, ISO 9001 is sometimes requested on top as an additional requirement — precisely because it demonstrates something different (organisation-wide quality control) than BRL 100 (professional competence in refrigeration engineering). Neither replaces the other; they cover different questions from a client.
